Safety certificates

Railway operators who have a licence from another EEA country or Switzerland must obtain a safety certificate in order to operate in whole or in part on the Norwegian national railway network (cf. Licensing Regulations § 5-1 [lisensforskriften]).

Applicants for safety certificates must meet specific national requirements that have been established to ensure risk management and safe use of the network. This means that, amongst other things, the applicant must describe how their safety management system complies with the requirements of Norwegian rail legislation. There is also a requirement that insurance of at least 4 500 G [1] per injury must be obtained.

§§ 5-2, 5-3 and 5-4 of the Norwegian Regulations on licensing, safety certification and access to the national railway network, and on safety authorisation to operate railway infrastructure (Licensing Regulations) [Lisensforskriften] describe the requirements for an application for a safety certificate.

Safety certificates are issued for a period of five years maximum at a time.
